Size of family, in comparison to the capacity of current living conditions (ex. overcrowding) and to the capacity of the vacant house (ex. suitability) to house available.

Previous maintenance record.

Length of time on waiting list.

Knowledge of housing maintenance (participation in a housing maintenance orientation session required).

Health and safety of applicants (ex. condition of existing house).

If the applicant is elderly, and any special considerations that may therefore arise.

Ability to pay rent.
